
He is currently a member of the Basque Cluster Programme coordination team at SPRI and of the cluster call technical committee. With 20+ years’ operational experience in trade and competitiveness, especially
in emerging markets (Latin America and Asia), he has facilitated SME internationalization and access to multilateral projects, as a Private Sector Liaison Officer for the World Bank Group.
Back in 1996, he had his first field experience with Basque cluster organisations, supporting trade & technology missions to Brazil, where he was based for 7 years. Since 2007, he has represented SPRI, as cluster liaison officer, in five different cluster organisations. In 2013-2016 he actively contributed to the revision and implementation of Basque cluster policy and played a lead role in launching CLUSTERS3 Interreg project, where in 2017 he was appointed to join the Cluster Policy Peer Review Team as regional expert. As an ESCA Cluster Benchmarking Expert, he has conducted cluster management excellence workshops and assessments in Kazakhstan and Spain. He is also a mentor in cluster policy at TCI-Network, a member of ECCP Sounding Board and a regular contributor in international events, exchanges and working groups on competitiveness and cluster policy (including TCI-network, EU Cluster Conferences, etc.).
